Covering 450 acres of Liverpool city centre, the Knowledge Quarter stretches across several distinct neighbourhoods including London Road, Islington, the Fabric District, Paddington Village and part of Canning. It is one of the largest innovation districts in the UK, anchored by a concentration of universities, hospitals and research institutions that few British city centres can match.
Institutions and Research
The University of Liverpool and Liverpool John Moores University both have a significant presence within the district, alongside the Royal Liverpool University Hospital, the Liverpool School of Tropical Medicine and the Royal College of Physicians. Liverpool Science Park and Paddington Village add further laboratory and office capacity, drawing organisations working across health, life sciences, technology and education. KQ Liverpool, launched in 2016 as a formal partnership between Liverpool City Council, these universities, the Liverpool School of Tropical Medicine and the Royal Liverpool and Broadgreen University NHS Trust, promotes the area as one of Europe’s leading innovation districts.
History and Development
Plans to shape this part of Liverpool began taking form around 2006, when early proposals brought Hope Street and Islington into the frame. Liverpool Vision published a prospectus in 2007 to encourage collaboration between the district’s academic institutions, and streetscape improvement plans followed in 2008. The Liverpool Knowledge Quarter Strategic Investment Framework was drawn up in 2011 to establish clearer branding and development priorities. That same period saw Liverpool Vision targeting the area for job creation and health and life science business attraction. Liverpool Science Park expanded in 2013 with additional offices and laboratory space, and in 2015 then-Mayor Joe Anderson proposed extending the district into what became Paddington Village. In 2024, the UK central government pledged millions of pounds to support further regeneration and life science laboratory development at Paddington Village.
Future Plans
Liverpool’s most recent Local Plan sets out further ambitions for the Knowledge Quarter, with a focus on bringing vacant land and under-used buildings back into active use. London Road is earmarked for development, a growing residential community around Islington is being encouraged, and Paddington Village is set to expand further. Public realm improvements and better connectivity across the 450-acre area are also planned, continuing a cycle of investment that has been building since the mid-2000s.
